Islamabad, April 11, 2013 (PPI-OT): Taking cognizance of persistent reports in the media of widespread corruption and inordinate delay in issuance of Machine Readable Passports, the Wafaqi Mohtasib, Mr. M. Salman Faruqui, has constituted a four-member committee to inquire into the causes of the reported state of affairs prevailing in the Directorate General of Immigration and Passports.
The Wafaqi Mohtasib has formed the committee in exercise of powers vested in him under Article 18 of the Establishment of Office of Wafaqi Mohtasib Order 1983 (President’s Order No. 1 of 1983).
Such a measure has been taken in view of the precarious situation that warranted extra ordinary response to alleviate the difficulties and hardships being faced by the general public all over the country. According to the media reports, in spite of depositing the prescribed fee and fulfillment of other formalities for issuance of an urgent passport, at present it may even take from nine to ten months to get the same.
As part of continuing effort, Wafaqi Mohtasib, Mr. Faruqui has been striving to revamp the institution as well as introduce citizen friendly reforms to ensure speedy redress to the citizen’s complaints about mal administration in government agencies.
It may be pointed out that the media and Pakistan Missions abroad have also being urging reforms in the Directorate General of I and P as regards the process from filing of application to the final issuance of passport.
The committee will focus on ascertaining the root causes of the large number of public complaints about corrupt practices, delays and mal-administration on the part of Directorate General of I and P. It will also recommend appropriate measures for their redress and eradication in order to make the process not only quick and smooth but also citizen friendly. The Committee shall submit a comprehensive report to the Wafaqi Mohtasib within three weeks.
The committee comprises of Justice (Rtd) Muhammad Raza, Advisor to Wafaqi Mohtasib, (former Chief Justice of Peshawar High Court); Mr. Ejaz Ahmad Qureshi, Advisor to Wafaqi Mohtasib, Member (former Chief Secretary KPK and Sindh); Mr. Waseem Kausar, Advisor to Wafaqi Mohtasib, Member (former Inspector General of Police) and Mr. Shah Mehboob Alam, Advisor to Wafaqi Mohtasib, Member/Secretary of the Commission (former DG IB).
The Terms of Reference (TORs) governing the functioning of the Committee shall be:
To inquire into the allegations about the mismanagement, corruption, and lack of managerial control in the MRP system.
To probe into the causes of alleged delays in the award of contracts of the passport material.
To trace the overall deficiencies in the passport issuance system of the Directorate General of Immigration and Passports.
To recommend reforms and a course of action for streamlining the MRP system within the shortest time period through removal of systemic deficiencies, neglect, mismanagement, and corruption in the department.
It may be pertinent to mention that the Interior Ministry has greatly appreciated action of the Wafaqi Mohtasib in setting up the committee and expressed the hope that as a result of the probe and ensuing recommendations, it would be possible to urgently relieve citizen from agony of long wait for the fulfilment of their basic right to acquire passport without ado and within the stipulated time frame.
