The final list of ranked universities will be used to gauge the status of higher education in Pakistan and recommend improvements for higher educational institutions.

One of the criteria in ranking that the HEC considers is employability post-commencement. The Higher Education Commission (HEC), formerly the University Grant Commission, is the primary regulator of higher education in Pakistan. It also facilitated the development of higher educational system in Pakistan. Its main purpose is to upgrade universities in Pakistan to be centres of education, research and development. The HEC has played a leading role towards building a knowledge-based economy in Pakistan by giving out hundreds of doctoral scholarships for education abroad every year.
The HEC has achieved notable benchmarks in its time of operation:
• Establishing a digital library in Pakistan that allows every student in a public sector university to access 45,000 textbooks research monographs from 220 international publishers as well as up to 25,000 international research journals
• Since the HEC was established, university enrolment has tripled from 135,000 in the year 2003 to 400,000 in 2008. Along with this was the expansion of international research publications from Pakistan from only 600 research papers per year in 2003 to 4300 research papers in 2008
• Under the HEC’s guidance, today five Pakistani universities have been internationally ranked, with the National University of Science and Technology standing at a very respectable number 350
• Along with this, the HEC has awarded 5,000 PhD level scholarships for study in technologically advanced countries, the largest program in the developing world and some 3,000 indigenous PhD scholarships have been awarded as well
