Troops continue to kill civilians with impunity in IHK: Report

Srinagar, January 03, 2013 (PPI-OT): The Jammu and Kashmir Coalition of Civil Society (JKCCS) has said that Indian armed forces continue to kill civilians in occupied Kashmir with impunity provided under Armed Forces Special Powers Act (AFSPA).

The Human Rights Review 2012 by JKCCS in its report says that a total of 148 people lost their lives in violent incidents in the territory during the last year.

Six children and nine women were among the victims, the review report adds. As per JKCCS report, eight persons were killed in custody.

In all cases of extra-judicial killings, the JKCCS report states that India had failed to either prosecute or conduct an impartial conclusive investigation “whether it was the killing of 21-year-old Altaf Ahmad Sood who was allegedly shot dead by paramilitary CISF forces when they opened fire at protesters demonstrating against unavailability of power supply at Boniyar in Baramulla district or 25-year-old Hilal Ahmad Dar of Lahipora Aaloosa, Bandipora who was killed in a fake encounter by 27 RR which was admitted by the army as a ‘genuine encounter’ or Ashiq Hussain Rather of Rafiabad, Baramulla killed by 32 RR”.

The JKCCS report stated that in none of these cases any meaningful investigations had been carried out, it added.

About the killing of political workers, JKCCS states that in 2012, killings of five political workers had been reported.

Nine troopers committed suicides for unknown reasons in 2012.
