Karachi, April 13, 2015 (PPI-OT): Sindh Chief Minister Syed Qaim Ali Shah has said that his government was taking all out efforts to implement the agenda set under National Action Plan (NAP) which was evident from the fact that the police killed 13 Tehreek-i-Taliban Pakistan (TTP) and six Al-Qaeda group leaders in the first quarter (Jan – March) of 2015.
This he said while presiding over the cabinet meeting here at CM House today. The meeting was attended by all the provincial ministers, chief secretary, IG Police, Principal Secretary to CM and senior officers.
The IG Police, Ghulam Hyder Jamali giving presentation of the first quarter of 2-15 to the cabinet said the chief minister had rightly pointed out that 13 TTP and Si Al-Qaeda group leaders have been killed by the police.
Those who killed of Al-Qaeda include Noorul Haq alias Noor Hashim alias Bhaijan alias Babu, Usman alias Abdullah alias Irfan, Ibrahim alias Rafiq alias Owais, Sajjad Ahmed alias Aijaz Hussain alias Karnel, Ahmed Hashim alias Samiuddin, Yasir Arfat alias Ibraheem and of TTP were Shakir alias Shaka alias Faisal Brohi, Mehfoozullah alias Bhaloo, Batoor Khan, Kamran Nawaz, Zubair, Gul Pir Khan, Ameer Mohammad, Noorul Rehman, Abid alias Chooto, Lala, Sardar and Qudratullah alias Commander Sher.
Mr Jamali told the cabinet that the police has killed 11 Al- Qaeda affiliated terrorists and arrested 6 others, while 74 TTP affiliated were killed and 25 arrested. Six affiliated of LJ were killed and 7 arrested while one affiliate of Sipah-e-Sahaba have also been killed. On this the chief minister said that’s why the law and order situation has improved all over Sindh.
He said that the police conducted 7240 raids during the said period the police in different raids and detection recovered 400 kg explosive material. “It is important to note that about 5 kg explosive materials is used in one explosion and the police has recovered 400 kg. Now it can be imagined easily that how much destruction the police has averted during the first three months of 2015,” he said and added that apart from it two bomb factories, seven bombs and a large number of arms were also recovered.
The IG told the cabinet that 481 cases of violation of loud speaker have been registered while 192 arrested. Similarly, under hate material 21 cases have been registered all have been arrested. “We have arrested 1175 Afghanis illegally living in the provinces and registered 492 cases and 83 unregistered Madaris sealed,” he said.
Talking about targeted operation the IG said that in the first quarter of 2014 547 people were killed while this figure has comes down to 246 in the first quarter of 2015. This shows a decline of 55 percent in the killing. ” Kidnapping for ransom has also reached to zero in March 2015. only one person was kidnapped in February 2015. This shows that in the quarter of 2015 only one person has been kidnapped while in the first quarter of 2014 26 person were kidnapped,” he said.
Giving details of extortion the IG said that in first three months of 2014 some 138 extortion cases were registered while its number has comes down to 65 in 2015. This shows a decline of 53 percent as compared to 2014.
Minister for Minorities Mr Gianchand Israni pointed out that a huge quantity of gold and cash was looted from Hindu’s house in Gulshan-i-Hadded. “The police has arrested the culprits but nothing has been recovered so far,” he lamented on this the Chief Minister directed the IG to make sure to recovered of looted valuable.
Mr Gianchand also pointed out that the police was not providing proper security to temples in Karachi and other districts of the provinces. on this the chief minister expressed dismay and directed the IG to issue necessary directives to concerned SSPs to make sure the security of temples. “Hindus are our brother and we have lived peacefully. I consider them as beauty of the province and I want them full protection,” he said.
POLICE OPERATION IN SUKKUR/ LARKANA DIVISION:
Sindh Chief Minister on the advice of the cabinet directed the IG Police to launch vigorous operation in the katcha area of Ghotki, Kashmore and Shikarpur. “I want you to end all the criminals who have set up their sanctuaries in the katcha areas and committing crime in two divisions. We have committed with people of Sindh to provide them safe secure life,” he said.
The chief minister also assured the cabinet that a DNA laboratory would be established in Sindh, for which he directed the chief secretary to prepare working papers for the purpose. He also directed the chief secretary to go through the list of equipments required to police and then seek his approval so that the police could be equipped properly.
Minister for Food Mr Gianchand Israni giving presentation to the chief minister said that he was personally monitoring the distribution of bardana to the growers. “There are some complaints into corruption in the distribution for which I have already placed the services of some senior officers of the food department.
He said that a shortage of bardan was taking place for which funds were required. On this the chief minister issued directives to release Rs500 million to the food department immediately. Mr Ginachand told the chief minister that on his directives he has made sure that the DFC must be present in their offices and distribute bardana among the farmers personally. The chief minister directed the minister “to keep a vigil eye and do not accept any pressure, including political but be fair with the growers in distribution of bardana and procurement of wheat.
He said that the Sindh government was purchasing wheat at Rs1300/ 40 kg while in the open market the purchasing rate is hardly Rs1100/ 40 kg, therefore there was considerable pressure on Sindh government and complaints are on the rise. Mr Gianchand further said that the government was procuring 25 percent of the total crop and other 25 percent the growers usually keep in their stores for seed and personal use. The reaming 50 percent wheat is sold in the open market.
Chief Secretary Sindh Siddiq memon told the cabinet that he had held a meeting with Pasco authorities and they assured him to procure 110,000 ton while their target was only 40,000 tons. The chief minister directed the chief secretary, secretary Food and Minister Finance to talk to the federal government and urge them to direct the Pasco to procure at least 400,000 tons of wheat from Sindh.
Minister for Information and Local government Mr Sharjeel Inam Memon told the cabinet that his department with the approval of the chief minister has provided the list of municipal corporations, district councils, Town Committees, Union Councils and wards to the election commission of Pakistan for delimitations. The local government department would extend full cooperation to the ECP if and when is sought, he said.
