Islamabad, April 10, 2016 (PPI-OT): The Senate of Pakistan, under the dynamic leadership of Chairman Senate Mian Raza Rabbani is going to celebrate constitution day on 10th April, 2016, to pay glowing tributes to the founders of constitution and all those unsung heroes who offered sacrifices for strengthening the foundation of a democratic culture in the country and uphold the dignity of Parliament and constitution.
In this regard, a number of activities have been planned which includes:-
Illumination of Parliament House from 10th to 12th April.
A Resolution in connection with the day.
Special TV and Radio programs.
Messages from different political leadership of the country.
A Seminar titled “Concept of Parliamentary Democracy and Federalism” on 12th April.
Publishing a special Booklet in connection with the Historic Day.
Secretary Senate Mr. Amjed Pervez Malik has been supervising all the arrangements being made to highlight the significance of this historic day. It is pertinent to mention here that constitution aims to create and outline powers of different organs and define, in a broader sense, the manner in which the powers have to be exercised. Pakistan’s constitutional history has witnessed various ebb and flow. The constitution of 1956 and 1962 failed to deliver as they could not come upto the expectations of the people.
Being a multicultural and multi ethic society, the state of Pakistan needed a participatory approach for smooth implementation and survival. To this end, different political parties in 70s realized that a consensus needs to be developed to ensure national integration and overcome the gap developed due undemocratic interventions. It was the charismatic personality of Zulfiqar Ali Bhutto. That nation was given the 1973 constitution on 10th April, 1973.
Presidential assent was given on 12th April, 1973 and it was popularly known as “Awami Aaeen”. It was evident from the fact that after passage of the constitution from National Assembly a huge procession carried the document for Presidential assent. Federal character of the constitution made it unique from previous constitutions. It ensured and promoted peaceful co-existence among different cultures and ethnicities through participatory federalism and extended provincial autonomy.
