Selection of trade officers on merit: Ministry of Commerce

Islamabad, March 06, 2013 (PPI-OT): Ministry of Commerce has strongly refuted the news items appearing in a section of the media that the selection of trade officers was made on political recommendations.

In a statement issued to the media, the Ministry of Commerce has said that it was not unusual in Pakistan to try to influence the selection process by using references. However, the selection process was conducted on complete professional lines. A written test was conducted by LUMS to short-list the candidates.

A high-powered inter-ministerial selection board headed by the Commerce Minister, with federal secretaries of Ministry of Foreign Affairs, Ministry of Commerce, Ministry of Textiles, Board of Investment, Secretary Establishment Division and Chief Executive TDAP interviewed all the short listed candidates to select the best professionals to represent the trade interests of Pakistan, abroad.

An impression has also been created in the media that the weightage of written test in the final selection was only 20%. It is to clarify that in the past, the written test did not have any weightage, at all, in the selection process and only interview mattered.

The weightage to the written test was introduced in the last selection policy approved by the Prime Minister in May 2012.

Thus, this weightage of written test was not only to allow entry for interview, but 20% marks were allocated for it in the final assessment. It may be mentioned that the job description of a trade officer requires more than the theoretical knowledge of the trade related matters.

It entails strong interpersonal skills to act as trade diplomat and strong networking ability for effective trade promotion. Therefore, the interview has a stronger weightage than written test in the final selection process.

The selection process was conducted impartially and professionally, without any political influence. The best example of the fair selection is that one of the lady officers, selected for one of the most important posting stations (London) has declined the offer.
