Karachi, November 17, 2012 (PPI-OT): Chief Minister Sindh Syed Qaim Ali Shah today presided a high level meeting of all provincial secretaries and departmental heads at Chief Minister House. The meeting was also attended by Chief Secretary Sindh Raja Muhammad Abbas. Additional Chief Secretary (P and D) Malik Israr, Additional Chief Secretary (Finance) Mr. Muhammad Arif Khan, Principal Secretary to Chief Minister Sindh Mr. Muhammad Siddique Memon and others.
Addressing the officers, Syed Qaim Ali Shah said that bureaucracy is an important factor of any government which follow the policies of the government and implement the programmes aimed at to provide facilities to commonmen.
He said that the present government will complete its tenure of five years and we have to see and assess the overall performance of all departments. Syed Qaim Ali Shah further said that the government under vision and polices of Shaheed Benazir Bhutto and as per guidance and leadership of President Asif Ali Zardari is fully efforting to change the socio-economic conditions of province and provide basic facilities of health and education to needy people.
He stressed upon heads of various departments to move fast and fully concentrate upon completion of development schemes. He said that all departments have been provided necessary allocation but the utilization is very deplorable, as such the performance must be accelerated.
He said that together with execution, there must be monitoring on development works and timely completion of the same. Chief Minister Sindh strongly endorsed that he had been issuing instructions and directives, and whatever schemes, whether ongoing schemes on new schemes, the same be completed within stipulated time. He asked that if there is allocation, funds are available, as to why projects and schemes are not being completed.
Chief Minister Sindh added that administration are eyes and ears of any government, as such they have to do the needful in the larger interest of people. Syed Qaim Ali Shah stressed upon officers to improve their performance on administrative side instead of any political approach and we will continue the policies of welfare of people to be followed and implemented by the administration, with overall improvement in the performance.
He said that schemes of Thar Coal and Energy development, Solar energy, Wind energy, and other sources are being developed and promoted, while 1500, km roads are being completed soon with prompt quality work.
Syed Qaim Ali Shah further added that schemes under, health, education and other sectors are to be completed before completion of tenure of present elected government. Regarding appointments for government jobs, he said that certain departments and certain officers are violating the rules.
He said that all departments after seeking proper permission could process for filling vacant posts, while nobody could make self and directly appointment. He warned that violating officers will be dealt accordingly.
He said that committees have already been constituted to process and monitor the process of recruitments in government jobs. Chief Secretary Sindh in his views highlighted the role and responsibilities of bureaucracy and assured the Chief Minister Sindh that the programme and policies of government will be fully followed and implemented in letter and spirit. He said that officers are working as per expectations while there is still need to improve the system.
Additional Chief Secretary (P and D) Malik Israr in a briefing informed that the total development outlay for the year 2012-13 is Rs: 231 Billion which include Rs: 161 Billion of provincial, Rs: 50 Billion of foreign project assistance and Rs: 20 Billion for districts.
Additional Chief Secretary (P and D) informed that an amount of Rs: 11.26 Billion was allocated for on-going schemes and Rs: 4.83 Billion for new. He said that in all Rs: 3.41 Billion were released and so far Rs: 1.14 Billion have been the expenditure regarding special projects. Chief Minister Sindh said that next four months are very important and all departments should concentrate on completion of maximum schemes.
