Qaim Ali Shah, Khawaja Saad Rafique determined to complete Karachi Circular Railway Project within tenure of their government

Karachi, April 26, 2014 (PPI-OT): The Chief Minister Sindh Syed Qaim Ali Shah and Federal Minister for Railways Khwaja Saad Rafique jointly determined to complete the Karachi Circular Railway (KCR) Project within present tenure of their governments to provide modern, rapid and low cost transportation facilities at least to the 0.7 million commuters per day.

This project will connect several industries and commercial organizations within the limits of Metropolis as well. This they determined while jointly presiding over meeting regarding implementation on the KCR Project and to resolve other issues pertaining to Pakistan Railway held at CM House Karachi today.

The Sindh Minister for Transport Mumtaz Jakhrani, Sindh Minister for Information and Local Government Sharjeel Enam Memon, Additional Chief Secretary Planning and Development Wasim Ahmed, Senior Member Board of Revenue Alamuddin Bullo, Commissioner Karachi Shoaib Ahmed Siddique, Secretary Transport Taha Farooqi, Secretary Works and Services Kazi Shahid Perviaz, Secretary Finance Sohail Rajput, Additioal IG Sindh Police, MD and PD KCR Project and many other officers of lined department, Pakistan Railway attended the meeting.

The meeting decided to constitute 08 members committee headed by Commissioner Karachi Shoaib Siddiqui with Secretary Transport, Secretary Finance, MD-KCR, PD KCR, Administrator KMC Additional IG Police Sindh and DS Railway as member to negotiate with the encroachers occupying KCR tracks, prepare workable evacuation and resettlement plan for these affectees and submit their recommendations to the Federal and Sindh Government by May 20, 2014 so that standard of operation (SOP) of the plan could be initiated.

It was also decided that alternate option for resettlement of the affectees and getting the occupied railway track land evacuated would be applied to expedite the implementation on the project. The Federal Government and Sindh Government also expressed their willingness to invest in to the rehabilitation plan, instead of looking for lenders and wasting time and decided to keep financial provision in the next budget 2014-15 and to complete this project within their present tenure of the Government.

Responding the concerns shown by the Federal Minister about sabotage activities to target Pakistan Railway tracks, the Chief Minister Sindh Syed Qaim Ali Shah directed the Sindh Police to launch joint patrolling with Railway Force at the sensitive parts of railway tracks. He also constituted the committee headed by Additional Inspector General of Sindh Police to work out and submit proposals for evolving effective mechanism on permanent basis.

Responding to another railway issue of unmans railway crossings in Sindh, the Chief Minister Sindh informed the meeting that as many as 44 unman railway crossing have been indentified and Sindh Government has allocated Rs. 100 million for the construction of “Railway Phattaks” at these crossings to avoid the human losses for which the Federal Minister expressed his pleasure and satisfaction.

The CM Sindh also positively responded to Federal Minister Railway by providing two magistrates to the Pakistan Railway each to work at Hyderabad and Sukkur railway station and ensure the removal of encroachments on the railway land and other properties.

The meeting also decided to revive the old historical glories of the Cantt Station Karachi and railway stadium at I.I Chundrigar road Karachi to beautify the city spots and facilitate the people of Karachi. The Chief Minister Sindh assured full administrative support to the Pakistan Railway in the implementation on its projects.

Addressing the meeting the Chief Minister Sindh said that his Government was eagerly interested in the implementation on the KCR Project. He said that this important project is being considered as the National Project because it to facilitate the people who are living here from across the country.

He said that activities of the Sindh Government for implementation on this project could be gauged form its Act and fact that 283 Acres of illegally occupied land at Juma Ghoath has been got evacuated by Sindh Government for the resettlement of the affected people and added that KCR track land would also be got evacuated under the same spirit for which Anti encroachment force is already in the field.

He said that in addition to that his Government was also implementing on BRT and LRT Buses transits facilities in the city and in addition to KCR, these projects enable people of Karachi to reach at their work places on time, besides safe travel mode.

Addressing the meeting Federal Minister for Pakistan Railway Khawaja Saad Rafique said that all formalities regarding implementation on KCR have been carried out, only the removal of the encroachment on the track land is remained.

He said that this matter has been discussed with Prime Minister Pakistan and it was decided to resolve this issue immediately without waiting for lenders and wasting precious time. He said that it is an important project and Federal Government was deeply interested to complete it in the leadership of Chief Minister Sindh Syed Qaim Ali Shah, who already has worked a lot.

He said that his Ministry was also working to provide maximum rail facilities to the people and to protect the land and other assets of Pakistan Railway. He said old glories of Karachi Cantt Station would also be revived.
