Lahore, March 11, 2017 (PPI-OT): Chief Minister Punjab Muhammad Shehbaz Sharif has said that on the instructions of Prime Minister Muhammad Nawaz Sharif, the Punjab government has announced a special package for taking care of families of martyrs of police. Wellbeing of families of the police martyrs is our responsibility, and this responsibility will be fulfilled at every cost. This package does not substitute the great sacrifices rendered by the martyrs; and, it has no value when compared with their great sacrifices. It is but a right of the heirs of the martyrs; and it is a support to martyrs’ families to live everyday life amicably.
The Punjab government is implementing martyrs package according to the announcement of Prime Minister to help support the families of the martyrs. He was addressing the ceremony held at central police office after the inauguration of different steps adopted through a digital system in the Punjab police. While addressing the ceremony, the Chief Minister said that quite a number of relatives, families and parents of police martyrs are present in the ceremony, and termed them as heroes of this dignified ceremony.
Shaheed DIG Syed Ahmad Mobeen, Shaheed SSP Zahid Gondal, as well as other officers and jawans of the police, have given new hope to the nation with their blood and confronted the terrorists with full bravery. They have given blood to the province. For the last many years, the police officers and jawans have given their blood. The whole nation feels proud over the immortal sacrifices of police officers and jawans. These great sacrifices of the martyrs are a loan which the nation cannot repay.
These great sacrifices of martyrs are also very dear to Allah Almighty. He said that when Muhammad Nawaz Sharif became Prime Minister for the second time in 1997 and I was made Chief Minister to serve the people of Punjab, then at that time, the Punjab government constituted elite force in 1998. This has been a wonderful force but after Oct 12th, 1999, when the person declaring Pakistan comes first and his cronies came into power, then this elite force was swerved from its core purpose for giving protocol to the VIPs. The person chanting Pakistan first and his cronies ruined the elite force.
Worst examples of maladministration were witnessed in police department in dictatorship. Muhammad Nawaz Sharif ordered to set up anti-terrorism force before 2013 and the Punjab government immediately abided by it. Today, this force is fore fronting the anti-terrorism operations. This force has conducted successful operations against terrorism by itself, as well as in collaboration with other law enforcement agencies, and has won laurels. The credit of establishing anti-terrorism force goes to Prime Minister Muhammad Nawaz Sharif.
Similarly, dolphin force is active to eradicate street crimes in the Punjab. Meanwhile, anti-riot force has also been established, and we are thankful to Pakistan army and Turkish police who have extended full support in the establishment of anti-terrorism force and also trained it. The Chief Minister also thanked Turkish president Rajab Tayyab Erdogan. He said that Punjab forensic science agency is the best laboratory in the whole of South Asia, where evidences are also sent from others countries for their testing. He said that work on Punjab safe city project is continued day and night in Lahore; and added that safe city project would also be started in other mega cities of the Punjab.
The expansion work is started and billions of rupees of investment would be made on it, and it would be completed within one to one and a half year time period. He said that all appointments have been made purely on merit in police department from 2008 till date. Not even a single recruitment is made politically. On the other hand, merit was blatantly violated in the regime of proclaimer Pakistan first and his cronies. Worst examples of nepotism and maladministration were set; even so that a retired police officer was posted as DPO in the district, that time.
He said that Prime Minister Muhammad Nawaz Sharif extended full support for the final match of PSL, and ordered me to hold this match. Similarly, I also talked to army Chief Gen. Qamar Javed Bajwa who assured their full support. It is a result of collective efforts that final match conducted successfully and a new history has been written. The opponents of Pakistan did not want that this match be held and nation enjoyed it. The opponents of development and prosperity were opposing the PSL final.
It is regretted that these are those people who have made their worth in cricket but opposed the holding of final match in Lahore. I could not understand even today that why did they oppose it, and what should I comment over it. But I think that it is only a jealousy and nothing else. All the departments did a wonderful job collectively to make the final match a success. I congratulate all of them, and this proves that we can hold any big event in Pakistan. He said that improvements are being brought in through the support of information technology in police system.
Front desks have been set up in police stations, and now women can also lodge their complaints by visiting police stations. The issue of delay in registration of FIR has been redressed to a large extent. People have been facilitated through the revolutionary changes brought in by the digital technology in police system, and it is a milestone achievement. Punjab government is pioneer in introducing biometric system. Similarly, the service record of police officers and officials has been computerized.
The Chief Minister directed the Chief Secretary to digitalize the record of administrative officers. He said that a development budget of Rs.100 billion has been given to the police during the eight and a half year; while increase in pay and other perks is in addition to it. No other government has given such an enormous development budget for the police in Pakistan. He said that we have spent on Punjab police from our resources; adding that it is a matter of joy if you are providing funds to other provinces, but this should be talked about in the light of the facts.
Chief Minister said that he want to congratulate from the core of its heart for adopting steps under digital system in Punjab police to Punjab cabinet committee for law and order, concerned ministers, IG Punjab police and his team, DIG Hussain Habib and Dr. Umar Saif. Chief Minister Muhammad Shehbaz Sharif inaugurated the digital system along with Prime Minister Muhammad Nawaz Sharif; and later on, visited complaint management system and monitoring room.
