Provinces to play a pro-active role in generating fund for Diyat, Arsh and Daman: minister

Islamabad, July 22, 2014 (PPI-OT): Provinces need to play a pro-active role in generating fund for Diyat, Arsh and Daman. Senator Pervaiz Rashid, Minister for Law, Justice and Human Rights said this while chairing a 4th Administrative Committee meeting on Diyat, Arsh and Daman Fund today in Islamabad.

Federal Law Minister said that after the unanimous passage of 18th amendment by the previous Parliament, most of the subjects were devolved to the Provinces and they were also getting a major share of financial resources in the backdrop of NFC Award.

He said that the Federal Government would continue to fulfil its obligation to facilitate those convicts who are unable to pay amount of Diyat due to poverty and weak financial position. However, he emphasized on the need that the provinces should take a lead by creating more funds for the convicts.

The Minister told that the preliminary purpose of the fund was to provide financial assistance to the prisoners who were languishing in jail on account of non-payment of Diyat, Arsh and Daman to the legal heirs of victims owing to their weak financial status.

The committee also approved the release of amount Rs.5,481,630/- for 13 cases of prisoners who are in jails of Sindh and Khyber Pakhtunkhwa. The meeting was attended by Mr. Justice (R) Muhammad Raza Khan, Special Secretary Law, Mr. Shahid Khan, Secretary Interior, Syed Alamgir Shah, Additional Secretary (Judicial) Home and Tribal Affairs Department, Government of Khyber Pakhtunkhwa, Mr. Naseem Ghanni Saheto, Additional Secretary (Judicial) Home Department, Government of Sindh and Mr. Asadullah Faiz, Additional Secretary (Judicial) Home Department, Government of Punjab.
