Islamabad, January 29, 2013 (PPI-OT): President Asif Ali Zardari today said that the launch of Guzara Allowance is yet another significant step of the present government in series of its efforts to alleviate poverty in the country and reach out to the poorest of the poor in remote areas.
The various initiatives launched under the umbrella of BISP were in line to realize the dream of Shaheed Mohtarma Benazir Bhutto to enable the marginalized and poor section of society to leave an honorable and dignified life.
The President said this while inaugurating Guzara Allowance and Sindh Arms license Revalidation, Sindh government’s projects at Aiwan-e-sadr today. The launching ceremony of the two important projects was attended among others by Chief Minister Sindh Syed Qaim Ali Shah , federal and provincial ministers, parliamentarians, secretaries and other high officials of federal and Sindh government,.
According to prepared text of the speech, the President said that Guzara allowance initiative has brought together the provincial Zakat and Ushr Department and NADRA, adding that under the Guzara Allowance Project, for the first time Zakat will be disbursed to the real beneficiaries through a secure bio-metric system, which he said would further streamline Zakat Disbursement System and would bring in more transparency to the system.
He said that Guzara allowance to be given through Benazir Muawanat Card would give benefit initially to 85,000 Zakat beneficiaries in Sindh Province hence realizing the goal of running a transparent delivery system to the people besides enabling the poor and needy citizens to work in an economy that will afford them food, shelter, education and employment.
Spokesperson to the President Senator Farhatullah Babar said that President said that we should keep pace with ever growing use of modern technology in daily life and urged for expanding technology based solution to all spheres of government to bring in transparency and fairness on one hand and to make all essential services of the government well in the reach of common man on the other.
He said that Technology was a catalyst of change and the governments want to employ technology in the economic growth, adding that technology used in Guzara Allowance would help address issues of social inequity, economic inefficiency besides strengthening management of the charitable funds.
The Spokesperson said that under the Guzara allowance Rs. 3,000 will be distributed to each beneficiary every six months and that the biometric system would ensure a fair distribution of allowance besides eliminating ghost beneficiaries.
The President expressed delight that the Zakat initiative took less than a year from the concept level to actual delivery and appreciated entire teams on their efforts for this noble cause. He said that Sindh Government has taken the lead in this domain and expressed hope that others will also follow the suit. The President said that NADRA has introduced technology at the grass root level and termed it a historic occasion as it was in line with the needs of the time and will facilitate people especially those living in rural areas.
The President expressed pleasure that NADRA was also using technology through its e-Sahulat programme which he said was a step in the direction of good governance. The President on the occasion complimented NADRA for the launch of e-Sahulat.
The President while giving his message said that despite challenges, we must believe in ourselves and bring change with hard work and determination while accepting the challenges and taking control of our destiny. He added that each individual must do his part and collectively we shall make the difference.
Earlier while explaining the salient feature of the Guzra intiative Chairmen NADRA said that NADRA will distribute Zakat in Sindh Province through a maximum of 250 e Sahulat Site
Later, the President distributed Benzir Support cards to the beneficiaries of Interior Sindh and Karachi areas.
The President also witnessed signing ceremony of Sindh Arm Revalidation agreement. The agreement was signed between Government of Sindh and NADRA.
Earlier while explaining the Salient features of Sindh Arm licenses Revalidation and computerization initiatives, Additional Chief Secretary Sindh said that this initiative was taken by the Sindh Government on the direction of President Asif Ali Zaradari which is primarily aimed to ensure serious Gun control measures in a transparent manner so that only bona-fide persons can have access to arms. He said that existing one million manual arm licenses of Sindh province which were issued since 1947 will be revalidated.
