Lahore, May 23, 2012 (PPI-OT): An Internal Accountability Division (IAD) has been established in the police department under Article 8 (2) (e) of the Police Order 2002 – for complete accountability of the police force on permanent basis and to ensure prompt action on public complaints in order to win the confidence of the people.
An inquiry committee has also been constituted to solve the problems being faced by women police officers/officials so that immediate action could be taken on their complaints. Similarly, SSP (Discipline and Inquiry) Shariq Kamal has been nominated as media focal person for the Capital City Police in order to assist and provide information to the media on regular basis.
Inspector General of Police Punjab Muhammad Habib-ur-Rehman stated this while addressing a news conference at Central Police Office today. The IGP informed the media about various decisions taken by the government to reform the police culture.
The provincial police chief further said that the basic purpose of the Internal Accountability Division was to deal with complaints related to police working other than investigations. The IAD will provide a forum for expeditious disposal of complaints of citizens. The IAD will also help restore public confidence in police, make it work efficiently and inculcate a sense of responsibility and accountability at various levels.
About the functions of the IADs, the IGP emphasised that the IADs would carry out fact-finding inquiries, into complaints of corruption, police highhandedness and torture, and culprits’ escape from police custody indicating police involvement besides reporting increase in crimes and police indifferences.
The IADs would also be assigned the task to verify police performance with regard to action taken against POs, CAs, cattle lifters, and anti-social elements during special campaigns. This accountability cell will deeply look into persistent reports on non-registration of cases, allegations of misuse of government funds/ vehicles and other facilities.
The IGP further said that the Internal Accountability Divisions would be established in different formations/ units/ bureaus/ and branches of police department by respective Heads of the formations/ units/ bureaus/branches.
The IAD will be established at Central Police Office and the Offices of the Deputy Inspector General of Police and Assistant Inspector General of Police (Vigilance and Inspection) Punjab, which would be re-designated as DIG and AIG Internal Accountability Divisions Punjab.
Similarly, IADs would also be established at the Regional Police Officers of the Regions under the Senior Superintendent of Police Range Crime (SSP/RIB) with dedicated officers for the job. The IAD at regional level would be supervised by the RPOs.
IADs will be established at City/District Police Offices under the City/District Police Officers with dedicated officers. The DSPs (Legal) would assist CPOs AND DPOs for functioning of each IADs in a district.
Likewise, an IAD will be established at Capital City Police Office Lahore where SSP (Discipline and Inspection) will be re-designated as SSP (IAD) Lahore.
Muhammad Habib-ur-Rehman also said that all the field units shall provide necessary administrative and logistic support and relevant documents for the perusal of the members of the IADs.
All the RPOs/ CCPO/ CPOs and DPOs shall take prompt departmental/criminal action against the delinquent police officers/officials on the orders of the respective Heads of the Formations/Units/ Bureaus and Braches passed on the reports of the IADs.
The IGP further said that SSP (Discipline and Inspection) Shariq Kamal Siddiqui has been nominated as media focal person for the Capital City Police Lahore. The SSP will help news media in provision of important and necessary information related to all branches of the Lahore police including Operations, Investigations, Traffic and CIA wing. In case of any crimes incident, SSP Shariq Kamal will also be the focal person to issue official version of the City police.
Meanwhile, The IGP has constituted an inquiry committee to solve the problems being faced by women police officers/officials. Any inquiry report generated by the Inquiry Committee will be sent to the IGP through office of the IAD.
