Poverty scorecard: An unbiased mechanism for the identification of a beneficiary family

Karachi: The identification of genuine deserving persons and families had always been a concern in Pakistan at the launch of any scheme in the social sector designed to benefit the poor segments of society. Benazir Income Support Programme (BISP) is first-ever such initiative in Pakistan which has taken the problem seriously and finally managed to apply a system which has minimized the chances of any omission in this regard.

The “poverty scorecard” system applied by BISP is a scientific instrument and does not allow for any bias in the selection process. The independent experts have appreciated the fact that all data collected from the field is processed by NADRA without any involvement of BISP. Furthermore, two independent organizations randomly and regularly check the quality of survey and data processing while both have reposed confidence in these processes.

It is also worth mentioning here that BISP’s payment process has achieved 99% success in delivery to deserving families which is record breaking and remarkable. Likewise, Information related to all beneficiaries is available to the general public and everyone has the right to lodge an appeal in case he or she feels that a non-deserving family is being provided BISP’s benefits or include deserving family missed out for any reason.

The efforts of BISP are being appreciated by various national and international organizations as the programme has included more than 6 million families so far through poverty survey and expected number of beneficiary families is 7 million.
