Islamabad, April 23, 2014 (PPI-OT): Federal Minister for Interior and Narcotics Control, Chaudhry Nisar Ali Khan addressed a group of 53 participants of the 100th National Management Course here today. Talking to them he said that country’s first National Internal Security Policy has been designed keeping in view the multi-faceted challenges the country is faced with.
He said the policy aims at providing an organizational mechanism for improving coordination between federal and provincial intelligence as well as security agencies. The Minister said that under the National Internal Security Policy a highly trained and well equipped Rapid Response Force would be established both at federal and provincial levels for responding to any extreme situation or threat to security anywhere in the country.
Chaudhry Nisar Ali Khan said that officers are servants of the state and should not owe allegiance to any group or party. First and foremost responsibility of a civil servant is to speak truth in the interest of the state and the momentum of goodness will have its impact on the system.
But at the same time, he said, the officers should not fall victim to self righteousness as no one is a know-all. He said it is incumbent upon the officers to reach out to the people and work as part of a team. The Minister said one officer at the right place can make a difference in the entire government machinery and it is vital that our civil servants are honest, competent and committed.
While responding to the questions of the participants, Chaudhry Nisar Ali Khan said that people must realize that we are in a state of war and every Pakistani has to make a contribution towards attaining a peaceful Pakistan. He said there are no quick fix solutions to this problem. The government has taken a series of steps to meet this challenge and fruits of this labour will be visible in the months and years to come.
The delegation comprising BS-20 officers belonging to all service groups including Pakistan Administrative Service, Police Service, Customs, Foreign Service, Information Service, Audit and Accounts, Inland Revenue Service and Railways, was led by Rector, National School of Public Policy, Mr. Ismail Qureshi.
