National Transmission and Dispatch Company, Japan International Cooperation Agency holds workshop for Capacity Building on Grid System Operation and Maintenance

Islamabad, April 21, 2014 (PPI-OT): National Transmission and Dispatch Company (NTDC) in collaboration with Japan International Cooperation Agency (JICA) held a donor workshop in connection with “The Project for Improvement of Training Capacity on Grid System Operation and Maintenance” at a local hotel in Islamabad. Technical Service Group (TSG) and Asia Engineering Consulting Co.Ltd. (AEC) presented current progress, lessons learned and impact generated from the technical cooperation project.

Pakistan is facing severe power shortage and one of the reasons is high transmission/distribution loss. In order to reduce the loss through proper operation and maintenance, capacity building of engineers in grid system operation is essential. NTDC and JICA started this project in order to increase the number of skillful engineers so that NTDC and power distribution companies (DISCOs) can reduce electricity loss within their realm.

Under the Project, JICA has already provided worth Rs. 110 mil training equipment to TSG (which is a subsidiary organization of NTDC) and the Japanese experts from AEC have been supporting TSG with training policy, syllabus, text books, revised training program and evaluation system.

JICA also organized Training of Trainers (ToT) programme in Japan whereby 32 TSG trainers and NTDC’s management staff was sent to Shikoku Electric Power Company, Inc. in Japan in order to strengthen their capacity for professional service delivery. As TSG is a public sector organization established in 1985, ever since then, this is the first time that organization is upgraded by foreign assistance. TSG has the mandate for imparting technical training and support to operation and maintenance staff of grid stations and transmission lines.

In his closing remarks at the workshop, Mr. Motoo TAKI, Senior Representative of JICA Pakistan office mentioned that JICA is considering provision of training purpose simulator for TSG through grant aid scheme, aiming at comprehensive, more efficient and practical training program at TSG. He explained that JICA may send preliminary survey team in July for that purpose.

Mr. Yoshihiro OZAKI, representative in charge of power sector at JICA Pakistan, reiterated JICA will continuously support solution for the serious power crisis in Pakistan. He referred to the National Energy Policy 2013 and explained JICA’s stance and endeavours for a brighter and prosperous Pakistan, aligning current government effort.
