Islamabad, November 20, 2012 (PPI-OT): A ceremony of National Child Rights Awareness Campaign Launch on Universal Children’s Day was held in Islamabad. In welcome address the Chairperson Parliamentary Forum on Child Rights Rubina Saadat Qaimkhani said that the objective of the establishment of this forum is to enable the parliamentarians to monitor the education, health, food and nutrition of the children throughout the country.
Moreover she added that the launch of awareness campaign will not only help in sensitizing all the stakeholders on the issues confronted by the children but it will also provide a way forward to address those issues in an effective and elaborative way.
In his address Advisor to the Prime Minister on Human Rights Mr. Mustafa Nawaz Khokhar said that children are our future and in order to secure our future, we have to bring legislation as early as possible to address the issues of the children. In this context he said that on the directions of honourable Prime Minister the Criminal Amendment Bill that has been pending since 2009; increasing age of criminal liability of children that is currently 7 years, penalizing internal child trafficking and penalizing child pornography can be tabled within a week. He also requested that funds be allocate for the establishment of state of the art Child Protection Centre in Islamabad to which the Prime Minister agreed.
The chief guest of the ceremony, honourable Prime Minister Raja Pervez Ashraf reiterated that provision of conducive environment for the development of children is the need of the hour. He said that a bill has been recently passed for the free and compulsory education of the children of age 5to 16 years of age.
He said that from 2010 to 2011 the enrolment of children in primary education has increased to 92% and particularly in rural areas it increased to about 80%. He announced year 2013 as the year of child rights.
He appreciated the efforts of Parliamentary Forum on Child Rights and announced Rs. 30 million for diversification of this forum. Additionally the Prime Minister directed the Ministry of Information and Broadcasting to prepare a feasibility report for launching TV channel exclusively for children. He also directed the Advisor on human Rights Mr.Mustafa Nawaz Khokhar to bring Child Rights Bill as soon as possible. At the end the honourable chief guest distributed awards among the children who participated in plays and speeches.
