NAB adopted a comprehensive Anti-Corruption Strategy to nab the corrupt: Chairman

Islamabad, June 04, 2017 (PPI-OT):Mr. Qamar Zaman Chaudhry, Chairman NAB has said that NAB is committed to root out corruption with iron hands by using all its resources. NAB has adopted a comprehensive Anti-Corruption Strategy to nab the corrupt and bring them to justice Zero Tolerance Policy across the board as corruption affects country just like a cancer and is not only an obstacle in the way of economic development but also causes poverty and money earned from corruption and corrupt practices concentrates in a few hands.

He said that NAB has introduced citizen friendly NAB in order to reach out to the complainants and to cater their complaints submitted to NAB against corrupt for further information regarding the status of their complaints for effectively utilizing the modern technology to create better interaction with citizen. Under “Citizen Friendly NAB” initiative, existing Monitoring and Evaluation System (MES) will generate a system based complaint registration acknowledgement system to share the information with complainant and Unique Identification Number (UIN).

He said that starting from the year 2014 which can be called basically a year of reinvigoration of NAB, we have moved with new zeal and effort. Through detailed introspection and analysis of organizational weaknesses, overhaul of procedures and business processes, all pillars of the organization i.e. Operations, Prosecution, Human Resource Development and Awareness and Prevention have been reactivated. NAB has established its first Forensic Science Lab (FSL) which has facilities of Digital Forensics, Questioned Documents and Fingerprint Analysis.

He said that NAB has rationalized its workload and timelines have been prescribed for efficient, effective and expeditious disposal of cases putting a maximum limit of 10 months – from complaint verification-to-inquiry-to-investigation and finally to a reference in the Accountability Court. NAB has also introduced a new System of Combine Investigation Team (CIT) in order to benefit from the experience and collective wisdom of senior supervisory officers, a system of CIT comprising of Director, Additional Director, Investigation Officer and a Senior Legal Counsel has been put in place. This will not only lend quality to the work but also ensure that no single individual can influence the proceedings. The results of CIT are very encouraging.

He said that the latest reports of Transparency International (TI) of 2016, Pakistan’s ranking in the Corruption Perception Index (CPI) has improved plus 9 points, adding that Pakistan was considering role model in South Asian countries in its efforts against corruption.

This is a great achievement for Pakistan due to NAB efforts. The Corruption Perception Index (CPI) in the Pakistan as per Transparency International (TI), report was declining after 2013 due to steps taken by the present management of NAB against the corrupt. Besides TI, the independent national and International watch dogs like PLIDAT and World Economic Forum have also appreciated Pakistan’s efforts to curb corruption in Pakistan.

Youth is our future. Youth is considered a vanguard in this fight. To create Awareness against the ill effects of corruption among the youth, NAB has signed a MOU with HEC. Over 45, 000 Character Building Societies (CBSs) have been established in the country in universities/colleges and schools to create awareness against corruption as NAB has emphasized on the character building of youth. Due to this reason, NAB has set target for 2017 that the number of Character Building Societies (CBS) should reach at least at 50 thousands in order to aware more students about the ill effects of corruption.

He said that NAB has undertaken a number of strategic initiatives aimed at rejuvenation of the organization. The Organogram was revisited to transform NAB into an efficient and responsive organization. NAB has devised a Quantifiable Grading System (QGS) to monitor the performance of all Regions of NAB on annual basis. From 2015, under Quantifiable Grading System (QGS) NAB is also operating a fair and effective Internal Accountability Annual Inspection of all regional NAB’s and NAB Headquarter is being done in order to know their strengths and weaknesses which has proved very successful in addressing the shortcomings of the Regions.

He said that the present management initiated a dialogue of the anti-corruption authorities of the SAARC countries with a proposal to set up a SAARC Anti-Corruption Forum. NAB hosted first meeting of its kind in Islamabad last year where the Heads of SAARC anti-corruption authorities agreed for creation of proposed SAARC anti-corruption Forum. This is a major achievement both for the NAB as well as the Government.

Pakistan has signed a MoU with China to streamline and structure our cooperation in the fields of anti-corruption. In the context of CPEC this cooperation will further boost confidence in projects undertaken. He said that signing of Memorandum of Understanding (MOU) between Pakistan and China is specially significant in the backdrop of increasing economic and trade cooperation between Pakistan and China with the resolve by both the Governments to work in a fair, impartial and corruption free environment in order to share their experiences to eradicate corruption.

He said that NAB has established Internal Accountability Mechanism (IAM) and has initiated disciplinary proceedings against 83 officers / officials of NAB during the three years, out of which 61 cases have been finalized with 23 major penalties, 34 minor penalties and 4 exonerated.
