Integrated and Proactive Disaster Management Strategy Vital to Deal with the Disasters: Says National Assembly Speaker

Islamabad: Dr. Fehmida Mirza, Speaker, National Assembly has called for integrated and proactive Disaster Management Strategy to deal with the disasters. She said that hazards will always challenge us but, that was within our power to join hands and build a resilient nation.

The Speaker said this in her message on the International Day for Natural Disaster Reduction (IDNDR) being commemorated on 13th October, 2011 across the world.

The Speaker said that the objectives of observing IDNDR is to sensitize social and financial communities and organizations on their important role in reducing disaster risk, and to increase awareness in the disaster and risk management community of the utility of existing financial tools and safety nets to mitigate the vulnerability of disaster-prone populations. Dr. Fehmida Mirza said that this day serves us an opportunity to renew our pledge to be fully focused on mitigation, preparedness and prevention rather than the past approach of response and reaction in the face of disasters.

She said that in instance of un-preparedness the loss becomes unavoidable, maximizing the loss of life and property and disruption of livelihoods. She said that disaster preparedness can be achieved partially through readiness measures that expedite emergency response, rehabilitation and recovery and result in rapid, timely and targeted assistance.

She said that it could also be achieved through community-based approaches and activities that build capacities of people and communities to cope with and minimize the effects of a disaster on their lives.

The Speaker also said that the recent floods in Sindh were very devastated. She said that the vulnerability of the country was compounded by short-sighted economic development, inadequate care of the environmental and massive deforestation leading to changes in topography.

She called for creating awareness amongst all the stakeholders and convincing them for utilization of natural resources, afforestation and rectification of the damage done to the environment.

The Speaker said that to provide and effective disaster management system the National Assembly has passed National Disaster Management Act, 2010. She called upon the National Disaster Management Authority to take concrete steps for rehabilitation of flood affectees in Sindh. She urged the Community Based Organizations, NOGs and philanthropist to come forward and help the flood affectees.
