Karachi, June 03, 2013 (PPI-OT): On Managing Director Karachi Water and Sewerage Board’s repeated reminders to Provincial Secretary Interior Ministry regarding illegal sand and gravel excavation from Thaddu Nala, Bazar Nala and especially Malir River; Provincial Secretary Interior Ministry GOS has imposed Section 144 under Criminal PCO. Moreover, concerned S.H.O’s have been granted authority for action under PPC Section 188.
All concerned S.H.O’s have been directed to take strict action against sand and gravel mafia excavating with the help of heavy machinery. Secretary has also informed M.D KW and SB about the decision and copies have been sent to Chief Secretary Sindh, I.G Sindh, Principal Secretary to Governor Sindh, Principal Secretary to Chief Minister Sindh and other concerned officers.
M.D KW and SB has hoped that Zonal Administration, Police Authorities and especially Police Officers would take the threat seriously and strictly impose the section 144 implemented. He hoped, that in the best of national interest, area S.H.Os would take immediate strict action against the sand and gravel mafia working in these areas especially in Malir River.
Section 144 was imposed on 19th April 2011 however implementation on the decision was pending; the decision was renewed on 23rd May 2013 by Interior Ministry. In this regard M.D KW and SB has stated that KW and SB has repeatedly sent reminders to higher authorities and if the sand gravel mafia is not brought down immediately KW and SB bulk water supply lines would face heavy damage. This would create water supply crises throughout the city.
Moreover, due to excavation in Malir River bulk water supply lines and conduit bringing supply to Karachi from Dumlottee wells are facing imminent danger. These lines and conduits are already visible above the ground at several spots and are prone to damage during monsoon due to heavy rain water pressure.
In the past M.D KW and SB repeatedly reminded Police Authorities and Higher Officials about the gravity of the situation. He requested that to ensure the safety of KW and SB infrastructure strict action must be taken against sand and gravel mafia with the implementation of Section 144 around Malir Naddi and adjoining areas.
In his letter he informed higher officials that 84inch diameter bulk supply lines pass through Gadap and Malir Town. These lines and conduits must be buried under ground as per engineering rules however due to illegal excavation these lines are emerging above the surface.
He informed that due to excavation in Gadap Town Dumlotte Conduit No 3 and its intersection, Dumlotte No 8, Haji Noor Muhammad Goth, Dursa Chunno, Bakhshani Chunno and Link Road No 8 and 9 lines are visible above the ground.
Moreover he was requested Secretary Minerals, Secretary Local Government, Concerned Departments Especially IG Sindh, Concerned Deputy Commissioners, SSP and area S.H.Os to take action hoping that the excavation would be stopped immediately and Police would strictly impose section 144.
