Karachi, July 21, 2017 (PPI-OT): The Minister Information, Labour and Human Resources, Transport and Mass Transit Syed Nasir Hussain Shah was chief guest at the Graduation Ceremony of the 21st Senior Management Course at National Institute of Management, NIPA, Karachi. The Minister congratulated all the participants who had completed the course adding that the course would help facilitate in enhancing knowledge and skills required for effective and efficient bureaucracy in future.
Syed Nasir Hussain Shah said, “I am also confident that the syllabus containing themes on public policy, management and research and analysis must have enabled you to better address the issues of “Good Governance” during your practical assignments”, he said, “In my opinion, Government Service is more of a personal and voluntary commitment than a mundane occupation. A diligent government servant works to serve the people through formulating valuable government policies and effective implementation plans to improve public service delivery.”
The same can’t be done without conviction. Public servant neither routinely switch jobs nor his dividends are as financially attractive as in the personal businesses or corporate sector despite having competitive academic and professional abilities, he said. The historic 18th Amendment has also increased the burden of civil servants, particularly, serving the provincial governments. New subjects need to be dealt effectively for which improved ability is essentially required.
Syed Nasir Shah said that the main function of the civil service in any society is to implement the policies of the government with full commitment, devotion and professional ability. He said that the basic idea behind the formation of bureaucratic structure is to provide the Government with an advisory and implementation apparatus which is academically sound, professional competent and experienced to serve the national and public interest to implement and advance the political agenda of the government.
The Minister added a professional competent and fair – minded civil service successfully carrying out the political mandate of the government is the most desirable option for progress and development in the country. The Minister hoped that the participants of 21st SMC are already cognizant of their expected capacity and conduct as senior civil servants and the training must have further galvanized their profession abilities.
The Minister said, “I earnestly hope that the participants of 21st SMC are already cognizant of the salient features of my discourse and this training may have further galvanized their professional abilities. I would also like to congratulate the NIM’s management, faculty and staff for their sincere efforts to make this undertaking a remarkable success.”
On the occasion, Director General, NIM -Karachi, Khawaja Shaukat Hussain said that the Senior Management Course at NIM-Karachi was conducted under the overall policy guidelines and supervision of the National School of Public Policy, an umbrella organization of the Government of Pakistan to guide and oversee public policy and capacity building programs for the civil servants at various levels of the government.
