Karachi, May 20, 2014 (PPI-OT): Governor Sindh Dr. Ishrat Ul Ebad Khan today promulgated an ordinance to establish an Authority known as the Sindh Reproductive, Maternal, Neo-Natal and Child Health Authority in the Province of Sindh.
The ordinance is aimed at managing affairs of employees and staff of National Program for Primary Health Care and Family Planning, Sindh Reproductive, Maternal, Neo-natal and Child Health and to provide for matters connected therewith or ancillary thereto:
The Ordinance may be called the Sindh Reproductive, Maternal, Neo-Natal and Child Health Authority Ordinance 2014 and shall come into force with immediate effect. According to ordinance, there shall be an Authority to be called the Sindh Reproductive, Maternal, Neo-natal and Child Health Authority for Carrying out the purposes of this Ordinance.
The Authority will take manually for improving contraceptive prevalence rate; reducing unmet need for contraception; increasing percentage of women receiving of least four antenatal cares from skilled providers; increasing tetanus toxoid vaccination, skilled birth attendance, institutional deliveries, women receiving postnatal care and children fully immunized; increasing percentage of pregnant women knowing of least two danger signs of pregnancy and percentage of mothers aware of at least two benefits of exclusive breastfeeding and early initiation of breast feeding and exclusive breast feeding; increasing percentage of children, suffering from diarrhoea, treated with oral rehydration solution and zinc; increasing percentage of mothers able to identify at least two danger signs in early childhood illness like pneumonia; decreasing severe and moderate wasting prevalence; and decreasing prevalence of anaemia among pregnant women.
The authority will develop and recommend the minimum service delivery standards for reproductive, maternal neo-natal and child health and nutrition services. The general directions and administration of the Authority and its affairs shall vest in the Board.
Minister for Health, Sindh or in his absence Advisor to Chief Minister on Health, or any other person nominated by Government as Chairperson; Secretary, Government of Sindh, Health Department Vice Chairperson while Secretary Finance or his nominee not below the rank of an Additional Secretary; Secretary, Law, Parliamentary Affairs and Human Rights or his nominee not below the rank of an Additional Secretary; Secretary, Planning and Development Department or his nominee not below the rank of an Additional Secretary; Secretary , Social Welfare Department or his nominee not below the rank of an Additional Secretary, Director General, and renowned female public health specialist to be nominated by Government as members of the Board. The Director General shall also act as Secretary of the Board.
