Expression of interest for pre-qualification of third party inspectors to inspect CNG works/installations/stations

Islamabad, March 24, 2014 (PPI-OT): Oil and Gas Regulatory Authority (OGRA) is regulating all CNG activities in the country under the CNG (Production and Marketing) Rules 1992, which inter-alia includes appointment of 3 rd Party Inspector for verification of CNG works.

As per prevalent practice, all the established CNG Stations have to undergo an annual safety inspection/ audit for determination of their compliance with the standard Code of Practice/ CNG Safety Rules, 1992. OGRA, therefore, seeks applications from qualified Third Party Inspectors and hereby invites Expression of Interest (EOI) from well established international/ national companies/ firms with proven track record for pre-qualification under Rule 15 of Public Procurement Rules 2004 as Third Party Inspectors for carrying out inspections of CNG Works/ Installations/ Stations in accordance with the said Rules.

Applicant firms/companies having at least 10 years of relevant experience in the inspection of oil and gas equipment, materials or installations especially of inspecting high pressure plants, machinery and equipment may apply meeting with the following conditions:-

i. Should have qualified engineers (PEC registered) having atleast 5 years experience to conduct and supervise the job;

ii. Should have national or international accreditation/ certification for carrying out the job;

iii. Should not have been black listed locally or internationally on any account (An affidavit to this effect is required alongwith the application);

iv. Should be able to perform the assigned jobs all over Pakistan (An affidavit to this effect is required alongwith the application);

v. Should have no direct/ indirect interest in the CNG industry (An affidavit to this effect is required alongwith the application);

vi. Should possess proper relevant inspection equipment/ personnel for carrying out the job; and

vii. Should be able to provide Performance Guarantee of Rs.1.0 Million in favour of OGRA.

2 Scope of work for Third Party Inspectors and evaluation criteria can be obtained from the undersigned or downloaded from OGRA website www.OGRA.org.pk and PPRA website www.PPRA.org.pk . The interested parties meeting the laid down criteria may apply latest by 10:30 am on 09-04-2014 and bids shall be opened on the same date at 11:00am:


The 3 rd party inspectors will be required to carry out the following jobs assigned by the Authority from time to time:

i) To inspect CNG Stations in the light of CNG (Production and Marketing) Rules, 1992 and Standard Code of Practice;

ii) To conduct annual safety inspections/ audit at least once a year of operational CNG Stations;

iii) To conduct pre-commissioning inspection of CNG Stations;

iv) To conduct surprise inspection as directed by the Authority from time to time to verify measurement accuracy of the dispensing units;

v) To conduct re-inspection to verify rectification of deficiencies pointed out by the Inspectors;

vi) To guide and advise the licensees during inspections for rectification of safety violations and compliance with the Standard Code of Practice as well as recommend measures for safe operation of the CNG facility;

vii) To impart training to CNG staff/ personnel on safety procedures as well as emergency response procedures;

viii) To inspect CNG Stations for verification of complaints as deputed by the Authority from time to time;

ix) To verify that the manpower deputed at th e CNG Station is fully conversant with the standard operating procedures as well as its capability to operate and maintain the CNG Station;

x) To guide the licensees about the late st conversion techniques based on the international developments in the conversion practices;

xi) To devise and recommend to the Authority y improvement measures in enforcement of rules/ regulations, problems faced by the CNG industry, creation of safety awareness amongst the licensees as well as consumers;

xii) Any other related assignment which the Authority may deem fit in the public interest; and

xiii) Fee to be charged from licensees for various activities mentioned above as already determined by the Authority from time to time.
