Karachi: City District Government Karachi and Japan International Cooperation Agency (JICA) have signed a Memorandum of Understanding (MoU) for securing Japanese investment in Karachi and lying of international standard infrastructure in the industrial zones of Karachi for promotion of more investment in the metropolis.
The MoU was signed by Administrator Karachi Muhammad Hussain Syed on behalf of City Government Karachi and Mr. Nozomu Ono, the representative of JICA on behalf of the Japan Government in a ceremony held in Civic Center on Friday.
District Coordination Officer Karachi Roshan Ali Shaikh, Deputy Consul General of Japan Mr. Masamichi Abe, Executive Director General Export Processing Zone Ziauddin, Director General of Board of Investment and other officers attended the program.
On this occasion while addressing the media representatives Administrator Karachi said that JICA under this MoU would conduct a survey to look for possibility of more Japanese aid for Karachi. At present 23 units of Japanese investors were working in Karachi and measure were being taken for increasing these units.
He said that the condition of industrial zones in Karachi was not good. Most of the infrastructure especially roads were in bad condition. This survey would pave way for their rehabilitation, reconstruction and ultimately more investment in these zones.
Administrator Muhammad Hussain Syed said that JICA had assured city government that Government of Japan would construct the 7 and a half kilometer portion of Mehran Highway provided CDGK construct the earlier portion of Mehran Highway from Hospital Roundabout to Landhi Cattle Colony and Railway Track in four month’s time.
He said after this MoU, work on Mehran Highway was started from today with the cost of Rs.188million. JICA would monitor the construction of this portion of Mehran Highway which will include the construction of two track four lanes road and storm water drain on both sides.
In the second phase which would begin in February Japanese Government would construct the remaining portion of the highway from Cattle Colony to Port Qasim while National Highway from Quaidabad to Steel Town will be constructed in the third phase of project under financial assistance from Government of Japan.
Administrator Karachi also appreciated the survey of transport system of Karachi by JICA which was conducted recently. He said the cooperation and collaboration of JICA would help motivating Japanese investors to invest in Karachi.
He praised the efforts of DCO Karachi Roshan Ali Shaikh for launching of this project. Replying a question Administrator Karachi said that the removal of encroachments in the way of Mehran Highway was already started.
In the month of December a team of Japanese Engineers would conduct a survey of the industrial areas of Karachi to see on which places immediate road construction or rehabilitation should be done.
Japanese Deputy Consul General Mr. Masamichi Abe said next year Japan and Pakistan were celebrating 60th anniversary of their diplomatic relations next year and these projects would prove a milestone in the friendship between the two countries.
He further said though Japanese economy had suffered due to tsunami but investment in Pakistan would not be affected due to this as this investment would be made through private sector.
