Karachi, July 02, 2014 (PPI-OT): The Chief Minister Sindh Syed Qaim Ali Shah has directed the authorities of Provincial Planning and Development Department to prepare a balanced schedule of development, with effective and innovative implementation strategy, enabling to complete maximum number of the development schemes and that to ensure full utilization of development allocation during the current financial year 2014-2015.
He directed for submitting this schedule of development complete in all sense within a week. This he directed while presiding over the meeting of the officers of Planning and Development Department and Provincial Finance Department at CM House Karachi today to discuss the development strategy for current financial year 2014-15.
Addressing the meeting the Chief Minister Sindh said that though we had been able to release Rs. 115 billion for the overall development works during last year and got 607 schemes as completed. He said that it gave good impact as whole but still we should do more as par expectation of people of Sindh.
The Chief Minister said that we have allocated development outlay up to Rs 143 billion for provincial development schemes for current financial year and Rs. 25 for district development schemes and added that priority should be given such development schemes which could be completed by the end of June 2015. He said that an effective monitoring system is needed to ensure qualitative development works and to avoid any chance of malpractice.
Commenting on the rough estimate presented by ACS Development that out of total number of 2937 ongoing and new development schemes included in ADP 2014-15 as many as 520 schemes could be completed with the full release of remaining allocation of Rs. 50.81 billion, the Chief Minister Sindh opined that though it was quite manageable but simultaneously asked the officers to re-visit the proposal with sector wise and district wise data of development schedule and to ensure that his development schedules is balanced.
The Chief Minister Sindh said that since the Karachi was the hub of business and commercial activities of the province as such development schemes of Karachi be given priority for which as many as 42 billion so far has been earmarked. The Chief Minister also called the status of allocation and utilization of the development funds from all the Provincial departments within 03 days, so that future strategy could be prepared in the light of past performances.
The Additional Chief Secretary Development Muhammad Waseem while briefing the meeting said that he has roughly indentified 520 such development schemes which can be completed by June 2015 as more than Rs. 50 billion has already been utilized against these schemes.
He said that 02 installments of releases each of 50% of required funds are being proposed to the forum for implementation on these prioritized schemes. He said that as many as 2937 different ongoing and new provincial development schemes are included in ADP 2014-15 out of which 1658 are ongoing and 1279 are new one.
He said that 90.82 billion have been allocated for ongoing development schemes while Rs. 52.18 billion for new development schemes where as Rs. 15 billion are reserved for ongoing development schemes of districts and Rs. 10 billion for new schemes of the district. He said that he will submit a workable schedule of development works to the forum within a week time for further consideration.
The Advisor to finance Syed Murad Ali Shah, Additional Chief Secretary Planning and Development Muhammad Waseem, Secretary to CM Alamudin Bullo, Secretary Finance Sohail Rajput and other officers from P and D and Finance Department attended the meeting.
