Chief Justice of Pakistan takes notice of F-8 Kutcheri incident

Islamabad, March 03, 2014 (PPI-OT): The Hon’ble Chief Justice of Pakistan Mr. Justice Justice Tassaduq Hussain Jillani took notice on an office note initiated by the Registrar, Supreme Court of Pakistan containing the details of the terrorist attack on F-8, Islamabad Kutcheri.

The note further stated that as per reports of the TV Channels, a violent terrorists’ incident occurred this morning at the District Courts/Kutcheri, situated at F-8 Markaz, Islamabad. As a result, according to initial reports, some 11 persons including an Additional D and SJ and few lawyers lost their lives and 25-30 others including lawyers/court staff, received injuries.

Having entered the Kutcheri, the attackers resorted to indiscriminate firing and hurling hand grenades at the people to maximize causalities. As per statement of the IGP, Islamabad, amongst the attackers, 2 suicide bombers blew themselves up, when they were cordoned off.

The incident is a serious breach of security at the District Courts/Kutcheri, Islamabad, resulting in loss of precious lives with injuries to many others and also loss of/damage to property. It constitutes violation of Fundamental Rights, guaranteed under Articles 9, 14 and 24 of the Constitution.

After going through the note of the Registrar, the Hon’ble Chief Justice of Pakistan, Mr. Justice Tassaduq Hussain Jillani passed the following order:-

“The matter be registered as petition under Article 184(3) of the Constitution and fixed for hearing on 4.3.2014 at 9.00 a.m. Notices be issued to the Interior Secretary, Chief Commissioner and IGP, Islamabad to appear and submit detailed report about the incident.

The IGP shall also submit a list of police officials posted at the District Courts/Kutcheri, Islamabad for security duties, stating also as to whether all such personnel were present on duty at the time of incident and what security measures were in place to prevent incident of the kind; a comprehensive report to this effect be also produced in the Court. Notice be also issued to the Presidents of Islamabad High Court Bar Association and Islamabad District Bar Association to assist the Court.

Reports be also called from the provincial Chief Secretaries within 3 days informing the Court as to what measures have been put in place for maintenance of security in court premises/Kutcheries in their respective provinces”.
