Islamabad, May 16, 2014 (PPI-OT): Chairman NAB, Qamar Zaman Chaudhry has taken serious view of increase in pendency at various stages of enforcement work and has directed all concerned to be more pro-active in this regard. On the direction of the Chairman NAB, the Bureau has prepared an Action Plan for reduction of pendency of cases on monthly basis. The first such plan has been prepared for the month of May. Regional NABs have initiated work to implement the Action Plan forwarded to them.
In a circular communicated to the Regional NABs for strict compliance, concern has been raised that despite hard earned taxpayer’s money being spent on NAB, it has not been able to decrease pendency rate which depicts low productivity of the Organization.
In this context, Chairman NAB has directed to immediately act upon an Action Plan from the ongoing month. The objective of the Action Plan is to reduce pendency rate of NAB cases, at all stages including Inquiries, Investigations and Court Trials.
According to the plan, the concerned Wings and Regions have been directed to re-prioritize work load of Investigation Officers (IOs) on the basis of work done, so far. The Inquiries/Investigations where 80% or more work has been done are to be concluded in one month time.
Cases which are required to be completed till May 30th, 2014 should successfully be completed without any further time extension. Observation/queries raised by High Level Committee on Old Cases should be addressed within shortest possible time leading to the logical conclusion.
The Action Plan also directs to fully implement the concept of Combine Investigation Teams (CITs) and Case Officers to discuss cases with their teams on daily basis. The CITs are required to brief the Director concerned twice a week.
The Regional Director Generals (RDGs) have been directed to get briefing/progress on weekly basis from Directors and monthly basis from Investigation Teams. According to Action Plan, all the Regional NABs are required to forward an updated list of ongoing inquires/investigations with timeline to the NAB Headquarters (HQs) on 3rd of every successive month.
All Regional NABs have been directed to strictly follow the new Operational Methodology for Complaint Verification (CVs), Inquiries and Investigations. Only one extension will be granted by RDGs. In case of requirement of further extension, the approval of the Chairman will have to be sought. In case of delay due to unforeseen circumstances, extension with deliberate measures would be intimated for approval of the Chairman.
Prosecution Division has also been directed to adopt similar measures. Daily work reports will be submitted regarding progress of cases in courts by all Deputy Prosecutor General Accountability (DPGAs) to Prosecutor General Accountability (PGA) and Chairman.
