Peshawar: The first meeting of the Board of Governors (BOG) of the Judicial Academy of Khyber Pakhtunkhwa was held here Wednesday under the chairmanship of Chief Justice of the Peshawar High Court, justice Dost Mohammad Khan, who is also the Chairman of the BOG of the Academy.
Besides others, members of the BOG, Senior Pausine Judge of the PHC, Justice Attaullah Khan, the Director General of the Academy Mr.Hayat Ali Shah, Additional Chief Secretary, Government of Khyber Pakhtunkhwa Attaullah Khan, Secretary Finance Sahibzada Saeed Ahmad, Secretary Law, Registrar Peshawar High Court Sobhan Sher, Prof.Abdul Manan, University of Peshawar, Member Inspection Team PHC Zafar Iqbal, and Additional Registrar PHC Niaz Mohammad Khan participated.
The meeting approved for the time being housing of the Academy in the premises of old Sessions Courts building but held that efforts will be made to acquire proper land in close coordination with the authorities of the provincial government for construction of its building.
The BOG approved and directed that face-lifting and rehabilitation of the said premises be urgently taken in hand with a view not to change its original structure but to make it worth functioning of the Academy. It also directed that the DG of the Academy will search temporary premises for the hostel of the trainees. It also approved various proposals like contacts with different Federal, Provincial and autonomous bodies for initial grants/funds.
After thorough discussion, the meeting in principle approved the proposed budget but directed that it should be further rationalized in consultation with the Finance Department of the Provincial Government and circulated among the members of the BOG after approval from the Chairman. On this occasion, acquisition of staff, their job description, service benefits and necessary equipments for the Academy was also approved with certain minor modifications.
The BOG also decided in the meeting that Higher Education Commission will be contacted for recognition of the proposed courses conducted in the Academy while the bringing out of a research journal on law was also in principal approved. The DG of the Academy was directed to contact the HEC in this regard. The meeting also approved the constitution of different committees for courses formulation and administration.
The members of the BOG led by the Chairman Chief Justice Mr. Justice Dost Mohammad Khan expressed their happiness that the Academy which was a dream just a month ago has been realized and vowed to make it a successful and unique venture contributing to the capacity building of not only the judicial officers but all those related to the administration of justice like lawyers, prosecutors, police investigators, prison officials, probation, subordinate staff of the judiciary and parole personnel etc.
In his remarks on this occasion, the Chief Justice said that the academy will be established on the lines where not only the costs of litigants and government on the dispensation of justice should be reduced but it should improve the working of all concerned to ensure prompt justice and reduce the cost of the poor’s on seeking justice.
He remarked that it has been felt that sometimes justice out of sheer incompetence of the concerned officers like that of the medico legal personnel the guilty ones escape punishments. Same he added is the case with faulty investigations conducted on many occasions. He directed that efforts should be made to establish a digital library in the Academy and also link it with quality research centres.
According to an order of the Peshawar High Court, Peshawar, the principal seat of PHC and its subordinate courts in District Peshawar shall remain closed on 26th January, 2012 in view of local holiday as declared by the District Government, Peshawar.
