Karachi, May 19, 2015 (PPI-OT): Chief Secretary Sindh Muhammad Siddique Memon has advised the Secretaries of the Home, Health, Irrigation and Local Government departments and all Divisional Commissioners to ensure strict disciplinary coordination and liaison with PDMA (Provincial Disaster Management Authority) in view of the coming Monsoon-2015.
He categorically noted that acute measures must be adopted to combat Monsoon-2015, with a view to save the precious human lives, livestock and properties in the best and larger national interest. He expressed these views while presiding over a high level meeting in Sindh Secretariat on Tuesday, which reviewed the state of preparedness and contingencies planning for Monsoon Season-2015.
The meeting was attended by the Chairman NDMA (National Disaster Management Authority), SMBR/Commissioner Karachi Shoaib Ahmed Siddiqui, Additional Chief Secretary Planning and Development Muhammad Waseem, Secretaries of Agriculture, Health, Home, Local Government, Irrigation and Director General PDMA, Commissioners of Hyderabad, Sukkur, Larkana, Mirpurkhas and SBA (Shaheed Benazirabad).
The Chief Secretary asked the Administrative Secretaries and Commissioners to strategically resolve the issues linked to the Monsoon-2015 and mutually cooperate. He specifically directed the Administrator KMC to keep Karachi clean in all circumstances despite pressure and stress by using available resource there should be no negligence to this effect, he emphasized.
Chairman NDMA Maj. Gen. Asghar Nawaz apprised the meeting that all out efforts are being made to combat Mosoon-2015, as well every possible assistance would be furnished to the provinces in due course. He, however, desired the requirements systematically.
D.G. PDMA Salman Shah made a presentation on the preparedness of the assignment to combat Mosoon-2015 with a request that the Line Department must be alert to cope with the any untoward situation and to prepare the contingencies plan.
Concluding the discussion, Muhammad Siddique Memon stressed the need of reasonable liaison with all the nation building departments and expected that all line departments shall devotedly and zealously look into the maters, for their purposeful solution. He desired that everybody should remain alert and keep in view that as per recent years experience disasters have being huge losses, devastating impact on Sindh economy in addition to the great loss of human and animal’s lives.
The meeting after deliberated discussion, decided the departmental action specified below;
As encroachment on river flood planes enhance risk and vulnerabilities, Irrigation Department to furnish certificates on encroachment free river flood plane. Irrigation Department to furnish Certificate that all Zamindari Bunds have been removed. Ensure the de-sitting of canal/nullas and pre-identification of breaching points by Irrigation Department so as to avoid damage of hydrological structures of national importance.
Local Government Department:
Local Government Department to ensure timely cleaning of chocked water drainage system and de-silting of nallas and to ensure the functioning of the all de-watering machine available with Local Government Department.
Livestock and Fisheries Department:
Livestock and Fisheries to ensure the available stock of the medicine, vaccines and feed, if required and to ensure the availabilities of veterinary officers.
Health Department to ensure the paramedical staff and sufficient stock of medicines and related supplies.
To ensure that all the drainage/nallahs have been cleaned to facilitate smooth and quick drainage of water and removal of illegal structures, which hazel in drainage of rain water through the nallahs, etc.
